Tom Humphrey has the skinny. Did you know there are 13 Public Building Authorities in Tennessee and only 12 in the entire rest of the United States?

What a radical idea. Is that okay with Big Jim?

Tom Humphrey left out who created our wonderful PBA. That would be Big Jim. And who ran the PBA until recently? That would be Big Jim. So Dunn and Burchett better asked permission or they may get their hands slapped.

Better do what the big man says.

What concerned me as a Commissioner when we were reviewing the budget, there was a line item for each department entitled "space costs". This was explained to commission as rent, utilities, maintenance costs that was paid to PBA to manage those services for the CC building. Some of these costs were incredibly high.

Now I can understand paying for security, maintenance, and cleaning but I could not understand paying "rent" when the cost of the CC building, as I understand it from others, is paid for.

In fact, we voted to allow the Library systems to "divorce" itself from certain services of PBA, so that they could competitively bid services and save money.

There should be a serious financial audit of PBA.

With regards to no-bid contracts, I remember the legislature passed a bill last year allowing for municipalities to have no-bid contracts. I think that paves the way for political patronage.
